Austin, Texas (June 14, 2019) – Houston Partner William S. Helfand will speak at the University of Texas at Austin School of Law 29th Annual Conference on State and Federal Appeals, taking place on June 20 at the AT&T Conference Center on the UT Austin campus. His presentation, titled “Governmental Immunity Under State Law,” will begin at 3:15 p.m.

Mr. Helfand’s presentation will address the challenges of fighting “city hall” in Texas in light of the well-settled Supreme Court authority that declares a “high presumption” of governmental immunity from suit. Mr. Helfand will discuss the status of immunity and waivers in the context of tort, contract, and statutory claims against the State and its political subdivisions.

The conference is designed for advanced-level civil appellate practitioners in Texas and will feature candid discussions with Texas judges, deep dives on key appellate issues, and a lunch session where attendees will have a chance to meet with other members of the state and federal judiciary.

Mr. Helfand is a member of Lewis Brisbois’ Labor & Employment Practice and is frequent speaker before peer and professional groups such as the Texas State Bar, the Texas Municipal League, and the Texas Council Risk Management Fund.
