She has extensive knowledge of Rhode Island’s eviction process, and specifically Rhode Island’s Landlord and Tenant Act, and she has defended property management companies and landlords throughout Rhode Island and Massachusetts. Her fair housing experience concerns alleged unlawful discrimination within housing, and she has handled a large number of matters pending before the Rhode Island Commission on Human Rights. She is also familiar with the U.S. Department of Housing and Urban Development’s practices and regulations, along with Rhode Island’s Fair Housing Practices Act, Rhode Island’s Lead Hazard Mitigation Act, and analogous Massachusetts laws.

Following graduation from Howard University School of Law, Devine completed a year-long clerkship with the Connecticut Superior Court, wherein she assisted various judges with a wide variety of civil matters, including summary process matters. During her clerkship, Devine became acquainted with Connecticut’s summary process laws. The clerkship also provided her with the unique experience of drafting decisions in summary process matters, including decisions on motions to dismiss due to a party’s failure to comply with statutory requirements regarding notices to quit and failure to comply with the Servicemember Civil Relief Act.
